B · Keep clear of the starboard rail and the boat deck
You hear 'All other crew keep clear of the starboard rail and stay away from the boat deck'. Only the extra lookouts go to the bridge wings, and nobody is asked to help lower the boat.
Transcript: Man overboard, man overboard, starboard side. Rescue boat crew to the rescue boat. Extra lookouts to both bridge wings. All other crew keep clear of the starboard rail and stay away from the boat deck until the rescue boat is launched.
Q2 — Grammar
B · will have completed / will be
'By 0800' sets a future deadline, so the future perfect is used for what is finished before that time ('will have completed') and the future simple for the resulting state ('will be ready').

A past habit that no longer exists: 'used to' plus infinitive ('used to plot'), reinforced by 'before the ECDIS was installed'. 'Be used to' goes with '-ing' and 'use to' is a misspelling.

You hear 'If you see bubbles, find the leak before you add any gas'. Adding gas straight away is the opposite of what is said, and number two compressor is to keep running in the meantime.
Transcript: Chief, the number one provision compressor is short-cycling. It's cutting in and out every couple of minutes. That usually means it's low on refrigerant or the low-pressure switch has drifted. Check the sight glass for bubbles first. If you see bubbles, find the leak before you add any gas. Run on number two compressor in the meantime.

The formal request uses 'Dear Sirs' / 'Yours faithfully', 'We kindly request you arrange', quantities with the unit and grade ('500 MT HFO 380cSt'), the vessel, the berth, the date and time, and asks for confirmation and the barge contact. 'Cheers' is not professional.
